From: Rev. Dr. David Louis
First, let me thank you for taking your time to read this mail, I would like to send to you the best wishes of good health and success in your pursuits, my name is Rev. Dr. David Louis, the Chief Executive Coordinator of API in Africa, (Association of Personal Injury) I am contacting you for a very discreet matter that demands your urgency, confidentiality and absolute Trust, I anticipate that you read this mail quickly and let me know your opinion or willingness on this classified information that I will release to you.
There is what is called RAF here in South Africa (Road Accident Fund) which I am the Chief Executive Coordinator of API (Association of Personal Injury) in combination with UNO based in the city of Johannesburg South Africa.(United Nation Organization) A citizen of country was involved in auto-accident in South Africa road network but due to the circumstances surrounding the incident the victim/beneficiary has left South Africa and now his RAF compensation fund that amounted (USD 3.5 Million) (Three Million, Five Hundred Thousand USD Only) has been approved for payment to the beneficiary but unfortunately/fortunate the beneficiary is not found.
I have the opportunity to write you based on the meeting hold with the Federal Government of South Africa and the officials of the United Nation Organization (UNO) about how to pay all the victims of Road Accident Fund (RAF). Based on the instruction I received two days ago from the Senate Committee on Inheritance Payment report expenditures and auditing reports of revenues. Among several others, I decided to contact you to provide me with a better solution to transfer this fund abroad.
As the Chief Executive Coordinator of API, I am impelled to request for your assistance to transfer this money into a foreigners account because, the Law of inheritance and guideline here stipulated that any RAF (Road Accident Fund) fund that remains unclaimed after this year will be transferred into Federal Government and Reserve Treasury as unclaimed fund. The request of a foreigner in this business is occasioned by the fact that the customer was a foreigner, and a citizen of our country cannot stand to inherit a foreigner’s account, But my only worry is the security and safety of this fund once transferred to your account as we have not known before and the bank management will never approve the fund to a local account or indigenous name.
I intend to part 35 percent of this fund to you while 65 percent shall be for us. I do need to stress that there are practically no risk involved in this. It is going to be a bank-to-bank transmission to your nominated bank account anywhere you feel safer. I therefore request that you send me your account details or (or urgently open a new account without any money in it provided it can receive money) and your telephone and fax numbers for easy communication, your full name and address of your bank.
If you accept this offer, I will appreciate your timely response. As soon as I receive your kind response, I will give you details on how we can achieve it successfully.
Rev. Dr. David Louis.
